Fms using win98 - unable to get ppjoy to work

Im using fms with windows 98 the installation does fine, but in the device manager there is a yellow exclamation over the ppjoy icon. Fms faq says this is common in win98 but only says to enable usb support to remedy this problem. I dont understand how to perform that application. Can someone please help.

Do you have plain WIN98 or WIN98SE?
Win98 has serious problems wit USB.
