It is a tool of creating your own par-file.

My congratulations and appreciation for Mr. Masuoka's ParDesigner. I have been using the english language version.
I have found one problem. When a number is entered for the "item" -> "mecha"; the moments of inertia are counter intuitive -> increasing the mass decreases the moments of inertia for this item. Also "Mecha" cannot have zero mass.
Perhaps I do not understand the definition or purpose of this parameter.
