Answering for 7.0
In your landscape file (.scn), look at the 3D_LANDSCAPE file name.
This bmp file (mostly with the word HEIGHT in his name), represents the vertical position on the ground, by the intensity of grey (the more black, the more high). By making a place more black, you make it higher. FMS is doing the interpolation.
I am not sure that the smallest variation will not be too big for field 'imperfections' that you want to represent (maybe there is another parameter to control this amount). But you can try.
